the ability to ignore terrain isn't from a promotion (when using this mod). Look for a mod that changes somehow recon units themselves, for the conflict.
Oh, and I do agree with one commentator that the Survivalist promotion should apply to all units, not just Barbarians. (Nobody likes 'wasted' promotions.) Radiant makes his bonus +6, which is I think correctly powerful as opposed to OP (though that applies to all situations, so I don't think +10 is out of the question for your mod), and it really only adds to their "survivalbility" not power. Historically, recon units were great act extricating themselves from difficult situations and were rarely caught and wiped out.
