General Information
Dawn of War 2: Retribution Army Painter uses .png pictures with size of 128x128 pixels.
I use Photoshop in for this matter, but I believe free software such Paint.net or GIMP should work flawlessly! You can see the example right below.

Process
First of all we make or find a badge we want to use, in this case I will use one from the internet. But don't forget that it's 128x128, so do not aim for super high detail as you might have to resize it, and that it should be square, else it might stretch and quality might drop.

  • 1st. Create/Paste badge picture into Photoshop (Or any other program you use.)

  • 2nd. Fit it in proper 128x128 if it's less or more, you have to correct it.

  • 3rd. Make sure you've cut out the white/black background as it will apply to the unit too, you can easily delete backgrounds with magic wand tool on Photoshop

  • 4th. Export it as .png in C:\Users\(YOUR WINDOWS USER NAME)\Documents\My Games\dawn of war ii - retribution\Badges. Location may be different a little bit between Windows XP, Windows 7 and Windows 8.

  • 5th. Go check Army Painter if it's working correctly, if not. Double check every step, if it's still not working, post in comments and let me know! I'll try to help you out!

Troubleshooting, Tips and Tricks
Troubleshooting

  • Note that other players might not see your badge as they might have custom badges turned off in their options. It can be done by any player, but as default it should be on and everybody should see your badge.

  • If you've done everything as according to the guide and still do not see the badge in the game, try using different program for exporting the file. This issue seems to be common with GIMP 2.

Thanks to SS|de_Nick for heads up on this issue.

Tips and Tricks

  • Don't forget to use magic wand tool, it selects the same coloured region and so this way you can easily remove backgrounds, if in some way it starts mark your actual badge parts, decrease tolerance of the tool. This tool is available in Photoshop and Paint.Net and GIMP 2.

Thanks to Chairmaster Stargate_Nerd for confirming Magic Wand on GIMP 2

If you are on Linux and using Proton compatibility mode to play with Windows players, the path will be:

[SteamLibrary]/steamapps/compatdata/56400/pfx/drive_c/users/steamuser/My Documents/My Games/Dawn of War II - Retribution

Where [SteamLibrary] is your installation folder, whether you installed it in the default Steam path or somewhere else.

If Dawn of War II - retribution folder is not there, it's probably the wrong place. I would try to launch folder search to find it as I don't know where it should normally be on Windows 10.
