Craftable Psychics

This is a small mod to allow the player to create their own psycasters with much more ease, making the rebel path more worth it

[update - 03/08/21] - updated for 1.3

[update - 27/5/20] - updated for 1.1.2, amplifier recipe + research swapped around and silencer recipe + research removed

[update - 13/3/20] - added a skill requirement for crafting the implants and moved the researches over to the prosthetics section of the vanilla tab

[update - 10/3/20] - just added a small update that actually made the implants need to be worked on

Costs -

Psychic silencer - 15 plasteel + 4 adv. components, 434 work

Psychic amplifier - 15 plasteel + 4 adv. components + 3 luciferium + 1 psychic soothe pulser, 434 work

the techprints have a commonality of 0.75 (the normal vanilla commonality is 1)

I'll be doing a balance update in a bit, so give me some feedback!
