I'm really not sure. I thought I read somewhere that it got sold out on Steam. And there may have been a disagreement in negotiations thereafter. But you can still get it retail and activate it on Steam. There's just a tiny risk as to whether the CD Key has been used or not. But I reckon so long as the game box has never been opened before, it's doubtful.
