Turns out it was a simple fix.
line 50 function SWEP:Reload()
line 51 if self:GetCannotHolster() > CurTime() or self:GetCannotReload() then return end
cross referenced it with the default shotgun and I guess the CurTime() having a 0 instead was borking it

Yeah, I can report that whatever updated with Upset's end of the weapons has probably broken the reload function, sorry for the trouble.
