I'm not sure is this a rule but i find it hard to make allies when I play faction that have any sort of corruption (chaos/vampiric) spreading to neighboring provinces - if it's accurate then it would make sense - "why would I make friends with faction that is causing all my border provinces riot because of their corruption?!" ; )
