"CARMA2_HW_MUSIC" %command%
to lanuch option section. It's worked for me. This command will force steam to open Carmageddon 2 via CARMA2_HW_MUSIC.EXE file but .symlink CARMA2_HW.EXE file(made by mklink in CMD) still must exist to work! Winmm.dll must be replace to work.
both files should exist by the time you do the "mklink" part. The command does not create a file, rather converts the original file to a link to the modified file. This is because the original file is needed for steam.
Maybe you weren't running command prompt as admin, or something prevents the modification(?).
