Yeah, that rule slipped my mind. Hadn't touched the card game since I found out it was optional but I had a soft spot for puzzles since they lack the RNG and the ante rule.

It isn't bugged. There is still a piece of the board that is open. The game isn't complete until you fill the entire board.
