This has been a bug since hl2 came out :P, drop ships have always been broken :D

No, they do, as you can see with the second one (and the third too). But they seem to be unable to shoot in the final stage of the landing. So it's just a matter of waiting for the right time to come out of cover. And a few shots don't deal that much damage on normal anyway.
