A skinpack is an asset modification for your game. It only changes how it looks on your PC. It changes the perks, items, addons, offerings, sometimes even the character portraits, basically it can change anything that is a 2 dimensional picture in the game. (Depends on the maker of the skinpack)
One example would be the 90's pack by michaelexile[www.twitch.tv]. Just click on the 1st link for a quick preview of this specific pack and you can see what it alters.
