Go to your library >
Right click TF2 >
Properties >
Set Launch Options >
Type in, -console

Enable Developer Console (In-Game)

You can also enable the console in-game.
On the TF2 menu, click Options >
Click Advanced >
Then check the box called, Enable Developer Console

Killing Yourself

Open TF2 >
Click ~, (the key above Tab) >
Type in the console, bind (key) kill

Replace (key) with the bind you want to kill yourself with
You can also replace kill with explode so your body explodes on command
