they automagically move there only when they reach 21 years old, if not yet university educated, all others already over 21 will not move. And I confirm you don't need to move them out, even on non walking distance, if there's a free flat they will move out

First time I use them since they changed mechanic, I think all over 21 without university education and in foot distance automatically go there, (not sure) or you can move like you normally move citizens from one building to another, only people with less than 2.0 education level will be moved. Yes they have same need as workers. I guess you don't need to move them out, this changed, but I will let you know

How do they work? Do I have to keep moving people there to study, and then move them out again?
Also, am I right to say they have all the same needs as regular blocks of flats? (Food, sport, drink, etc.)
