This will make the Hired Thugs much stronger.

The hired Thugs will be much more powerful and you need good skills to kill them.
One type of thugs is now lvl 35 and the inventory of Jarl Balgruuf, the second type
is lvl 50 and has the strongest iventory for Bandits. The Nord type is lvl 81, has high life,
mana- and stamina points.

Recommended after lvl 50
