Why get sticky bombs when crowbars are guaranteed damage boosts to enemies above 90% health (so most of them). If you can get 30 sticky bombs, why not get 30 crowbars?
It is about 12x more expensive than a small chest, also making it 6x more expensive than a large chest.
A legendary chest will most of the time, not make you as strong as if you were to open a combination of small/large chests that equals the same price as a legendary chest.
However, as you go along and proceeds to late game, the small and large chests become more and more useless. Past 60-90min mark you're pretty op anyways no matter the class and a few more green/grey items won't make a difference but a legendary most likely will.

Also for those who don't know there is a guaranteed legendary chest in the lava/cave/hell map (whatever you call it).
My list would be more like this
1. Security Terminal (if there is a good item)
2. Small chest / will switch with the large chest as the game goes on
3. Large chest
4. Legendary chest / will also jump to 2nd place as the game goes on.
