Challenges are different colours to differentiate between the different challenges.
Cozumel has two base camps.
The rope ascender has to be bought from the fifth outcast (who is a merchant) in the Dice mission. This should be done as soon as you cross the bridge to the market when walking with Unaratu. You can get the lockpicks from her, too. And buy the knife to cut braided ropes.

On the Cozumel map it shows two camp sites, i searched both areas and i am having trouble finding them , are they there or is it a map makers mistake?

I am at 67% completion rn and I still do not own the rope ascender for the third location. As much as I love TR this just sucks and I'm not playing it to completionist... sadly.
