I also played in compatibility mode for win XP/SP3.
Go to sounds>Playback>output device>properties>advanced.
Where it says Default Format click the dropdown menu and select "16 bit,44100 Hz (CD Quality)".
That is the sample rate the game was designed to output, using anything else will cause sound issues. Enjoy the beautiful sounds of conquering :)
In my searching for a solution, people on other sites also suggested rebooting to BIOS and disabling the built-in sound card, rebooting back to Windows, then rebooting and re-enabling the sound card. Apparently it worked for some people that a simple reboot didn't work for.
