Brainstorming

First you need a basic idea of your level. What will the style be? How hard will it be? All that is up to you.

The Layout

Next you'll need to make a basic layout of the level. Use 1.0 or line blocks to save time.

Deco

Deco is the most important part of the level. It needs to be good to have a chance of featured. Common styles are:
Glow
Hell
Effect
Modern
:and many many more.
