Yes, he spawns rarely, this was my 3rd or 4th time I have seen him. Also I have played some custom mutation some time ago, long before the L4D2 workshop was released, were all commons were replaced by Jimmy Gibbs jr.

I found a server once, where all commons were changed into him. And melee was disabled.
