There is no confirmation of her being cisgender or transgender, so it's up to everyone to imagine. Both make sense and neither makes her a less interesting character, so that's fine.
For now I'm referring to stats that are close to Jill Valentine, since they do have semilar body shapes and (in RE:R) wetsuits in terms of design.
I will rewrite that segment, since I can't confirm as for now.
However I don't know if there is an official statement to it and while it doesn't sound unplausible for her to be transgender. For me personally it's just a side note that gives a potential different take on things and a different explanation, although I like your take on it. Whether she is trans or not both makes sense to me.
