RegisterBeforeDamageHandler doesn't work on Dedicated Servers for vanilla grinder. Can you fix this, please?

I want to clarify, maybe my mistake. I checked on blocks belonging to my grid. Does this mod work for all blocks or only for those that do not belong to the player who parses them?

I don’t understand how to configure the mod. I change the values in the lines from 1.0 - 0.001 and the processing speed of the blocks is the same. The door and the armor block are processed at a speed that does not seem to be set by the mod, but when setting up the game. Whatever values in your mod I set, the speed is unchanged. Does the mod work or am I doing something wrong?
