Tutorial
Let us see how to make an illustration in the style of the American magazine black and white comics.

Step 1
Create a new file of the correct size with a transparent background. Use the Selection tool (Lasso or Polygon) to select and copy the girl’s profile and paste it into our file as a new layer (Menu> Edit> Paste as> New layer / Panel Layer> Clipboard tab> Button). Delete the superfluous background near the image:

Step 2
The next step is to convert the portrait into black and white image with the help of Correction tool (Menu> Adjust> Black and White / Desaturate), then increase the brightness slightly and increase the contrast (Menu> Adjust> Brightness Contrast):

Step 3
To increase the sharpness, we use the filter Menu> Filter> High pass:

Step 4
Now we make the portrait graphical, similar to the poster, using Menu> Adjust> Posterize and reducing the number of levels to 3:

Step 5
You can add a graphic image. Copy it to a new layer. Remove the background. To make a gun of the right size and place it in the right way, use Menu> Edit> Free transform / Transform:

Step 6
Make the same actions with the image of the gun as you have mage with the portrait – decolorize it, make it more contrast, and apply the effect of posterization:

Step 7
Now let’s take up the background and dialogues. The background layer is filled with the same (or slightly darker) gray color that is used in the portrait. To create dialogs on a new layer using the Ellipse tool and the Pen tool, create outlines for the dialogs. Fill up the outlines with the white color.

Step 9
Now let’s do an oblique rain. Use the Line tool to create inclined straight lines of different thicknesses (we used lines 1, 2 and 3 pixels wide) and fill these outlines with white color:

Step 10
You can delete the outline. Now duplicate this layer with inclined lines 1 or 2 times. And then we’ll change the overlay type (for the lower layer we applied Soft light, for one of the upper ones you can apply Difference if you want the rain strokes to be visible on the white face). We put 2 layers with rain above the portrait layer, and one under it. Then apply the Eraser tool to make the line intermittent, not solid. To make it look natural, I chose for the tool a large diameter brush, which has the form of individual small sprays
