Ryona, from Senran Kagura (assets from PBS and EV)! The series is a 3D beat-em-up video game, with an emphasis on hot ninjas and slightly extreme attack techniques. (Haven't played much personally, but the characters were appealing enough to bring over to SFM.)

Included is Ryona, with both her casual/school uniform, and the on-the-job angel outfit. Isn't the point of switching to a new costume to better suit a situation? Like being more subtle, or more armored? No, just a skimpy dime-store cherub costume, in the middle of a ninja fight. I don't even know. And what's her deal? All I do know is she's a masochistic maniac with great curves and a high chance of brain damage. Also, I regret giving the last character the "Least Convenient to Use Weapon in a Video Game Ever" award after seeing this one's... you'll lose about half your fingers trying to manage the recoil, and don't get me started on ever reloading.

Notice: Due to the unreasonable amount of bones the model has for hair, skirt, wings, etc. The model's split into several parts to use the bones! The model is split into three parts: her body and head, and both outfits. Use the "Outfit Only" or "Uniform Only" model, and parent it to the appropriate bones if you want to use the outfits correctly! ("Skirt Root" goes to "bip_hips")

And again: This model has jigglebones! That means if you find yourself unable to move the hair/skirt/etc. for some reason, it's unavailable because of the jigglebones! Try "Utilities->Bake Procedural Bones" to turn them off!

The model(s) come(s) fully rigged, with bones for just about everything, and plenty of facial flexes! Also included: A cel shader lightwarp as well as toon outline (able to be disabled as a skin), and jigglebones for the hair, outfit, and curves!
Phong effects should work fine, for the most part, as should the textures.
The models include bodygroups for damaged/ripped clothes, including the wings, skirt, tiara, and gloves, as well as both of her silly unreasonable pistols.
