"The cooldown effect is based on distance not a certain amount of time. How it works is that there are borders surrounding the FLOP events the inner (blue hexagon dome that is visible to the player) and an outer border which is invisible to the player.

When entering PvP mode: When a player is going to an event they pass through the outer (invisible) border and they are still safe. When they enter the inner (visible hexagon) border they are in PvP mode.

When exiting PvP mode: When a player goes to leave an event, they will leave the inner (visible hexagon) border but will not be safe until they pass through the outer (invisible) border."
