Technically the same for the other voice mods, you must replace the mod folder(s) onto the original voice folders. You also need GFScape, just like any other voice mods for use, in order to extract the folders "hidden" inside the voice mod such as this one. GFScape isn't a steam tool or such: it has to be downloaded separately by website.
Your Left 4 Dead 2 folders should be here:
"Local Disk (C:)" or whatever you renamed it to > Program Files (x86) > Steam > steamapps > common > Left 4 Dead 2
OR
(wherever you placed your steam folders)
The voice folders should be here. In this case, this is Louis's:
Left 4 Dead 2 > left4dead2_dlc1 (same goes to "dlc2" and "dlc3") > sound > player > survivor > voice > manager
