If you looking for advices or ingame info without lanching the game, this is the place.
There is no info about what combo of perks is best, there is plenty of other guide for this, and I think it's very related to your playstyle.

Introduction
Here you'll find the same indication you'll find ingame + small tips.

The content of the game is subject to change, I'll try to follow but i can not guarantee this guide will be up-to-date forever. LAST UPDATE ON THIS GUIDE : JULY 2018, patch 1.13

You are put with peoples of your level, you may change your configuration of items regarding your opponents skills.
Inmate - Basics
               
Basics can not be changed on the crafting wheel.

Armor
Cost : 3 Wood + 3 Leather
Used to protect you from one attack.
Tips : Costly but it mean (on average) +150 life.


            
Fire
Cost : 1 Wood
Used to refill Cold meter.
Tips : Try keeping 1 wood in your inventory for when you'll need a fire. You can put it out with a Snowball.
            
Speed Drink
Cost : Cannot be crafted (can be found on chest, deer or corpses)
Speed boost for 15s
    Tips : Best used in combat.
            
Life pack
Cost : Cannot be crafted (can be found on chest, deer or corpses)
+150 Health on use.
Tips : Avoid using it during combat.
            
Warm coffee
Cost : Cannot be crafted (can be found on chest, deer or corpses)
Used to refill Cold meter for 5s.
Tips : Best used when on the move (if you are avoid players or you are on a closing zone.)


Inmate - Arrows
              
              All Arrows cost 1 Wood
Arrows allow you do deal damages from distance.

Regular Arrow
Cost : 1 Wood
Damages : 150 / 200(headshot)
Start with 5 arrows (others types starts with 0!)
Tips : Great stuff for early fight.

            
Hunter Arrow
Cost : 1 Wood
Damages : 150 / 200(headshot)
Add a 5s Clue on hit.
Tips :
            
Fire Arrow
Cost : 1 Wood
Damages : 200 / 250(headshot)
Set the target on fire making +50 damages than the regular arrow.
Tips : Best arrow for damages if you manage to aim.

            
Berserker Arrow
Cost : 1 Wood
Damages : 150 / 200(headshot)
10s unlimited stamina when you hit a player.
Tips : Better have good boots to use the full potential of this arrow


Inmate - Trap & Tools
               
Avoid stay too near them, they can be destroyed by arrows and axe.

Bear Trap
Cost : 1 Wood
Reveal for 6s + Immobilize for 6s + 150 damages
Immobilizes and deals damages to the prey
Tips : If you shoot at the target it will free it, also prey can still fight.

            
Cage Trap
Cost : 1 Wood
Cage last 20s can be destroyed.
Locks enemy players in a cage. It can be destroyed
            
Tripwire
Cost : 1 Wood + 1 Leather
Reveal for 20s + Immobilize for 2s
Immobilizes, deals damage and reveals enemy players to everyone.
Tips : same as bear trap but more costly and more large.

            
Rigged Chest
Cost : 1 Leather
Reveal for 60s + 150 damages
A fake chest that deals damage and reveals the enemy
Tips : Awesome but it needs to be openned.


               



Smoke Bomb
Cost : 1 Wood + 1 Leather
Smoke in the 30m around you for 20s
Limits vision, hides your footsteps and removes all tracking on your player.


            
Snowball
Cost : 0
-20% cold metter (on first hit only) then 20 damages
On hit, player get 1s blind + push as with the arrow .
Tips : can be nice if your low on arrows and want to push someone away or kill a deer or destroy a turret.
            
Glitter
Cost : 1 Wood + 1 Leather
Allow you to fly for max 15s (you can break it yourself with your axe)
Tips : you can fly above lava and make it back to the ground (tip to be aprooved)


Inmate - Perks
                
Axes upgrade are very differents.
Axe Sharpener
Cost : 2 wood + 3 leather
+25 Axe Damage / Level
Deal more damages with the axe
Tips : Can make the difference but very costly,
you may want to master the axe first →
            
Lumberjack
Cost : 2 wood + 1 leather
+10% Harvest & Craft speed / Level
Harvest and Craft faster
            
Scavenger Axe
Cost : 1 wood + 1 leather
+25 Heal / Level
Recover more health when looting dead inmates or robotic deer.


               
               At this point All Cloak cost : 2 wood +1 leather
All cloak protect from cold.

Fur Cloak
Cost : 2 wood +1 leather
+19 % Cold Resistance / Level
Increase your cold resistance
Tips : this cloak is the best one for cold protection but do you really need cold protection ?
            
Detective Cloak
Cost : 2 wood +1 leather
15% Track duration / Level and +10 % Cold Resistance / Level
this cloak will extend your tracking time on other player increasing it by 20% every upgrade at the cost of 2 wood and 1 leather.
            
Runner Cloak
Cost : 2 wood +1 leather
this cloak will increase your stamina by 15% each upgrade at the cost of 2 wood and 1 leather.
Tip : Very popular among pro player, cool for noobs too, you wont have to manage your stamina !

            
Revenge Cloak
Cost : 2 wood +1 leather
Speed boost a player for 30 secondes
Tip : Usefull when you are taken by surprise.

            
Ghost Cloak
Cost : 2 wood +1 leather
decreasing the clue duration on you for 15% each upgrade
Tip :


               
               At this point All Boots cost : 2 leather
Boots are very related to your playstyle, try noticing when you need them the most.

Speed Boots
Cost : 2 leather
+5% Movement Speed / Level
Just run faster
Tips: basic but pretty good when you are just collecting ressources with no one around.

            
Ninja Boots
Cost : 2 leather
-19% Footstep duration / Level and +4% Movement Speed / Level
Avoid getting tracked with your footsteps
Tips : This upgrade can avoid being tracked forever. Just dont place clue everywhere.

            
Hunter Boots
Cost : 2 leather
+4% Movement speedFrom clue Pickup / Level and +3% Movement Speed / Level
Go faster when you're on the hunt

Tips : Nice if you are hungry for blood. Dont forget there could be traps.
            
Evader Boots
Cost : 2 leather
+4% Speed bonus when tracked / Level and +3% Movement Speed / Level
Run faster when you're tracked
Tips : just fly away from your problems, dont work with Manhunt.


Inmate - Powers
               
               All Powers cost 1 Electronic
Powers are very powerful uprgrades just don't forget to use them.
Show director love to attract people with an electronic.

Arena
Cost : 1 Electronic
Cooldown : 75s

Tips : Make sure you have the avantage before blocking other players with you.

            
Camo
Cost : 1 Electronic
Cooldown : 6s
Be almost invisible for 15s
Tips : You can hide your glitter too.
            
Detector
Cost : 1 Electronic
Cooldown : 45s
Reveal nearby ressources and traps
Tips : It now also detect trap !

            
Energy Shield
Cost : 1 Electronic
Cooldown : 60s
Big jump
Tips : Very popular, but be careful with the 0 gravity and your cold meter.
            
Power Leap
Cost : 1 Electronic
Cooldown : 45s
Big jump
Tips : goes very well with glider.

            
Radar
Cost : 1 Electronic
Cooldown : 60s
Reveal other players in an area of 100meters
Tips : Usefull if you're always on the move.
            
Teleport
Cost : 1 Electronic
Cooldown : 60s
Tips : Can be usefull to flee (from a trap or a player) or to confuse others when used in combat. Be carefull not to fall into the lava.

            
Turret
Cost : 1 Electronic
Cooldown : 60s
Deploy a turret
Tips : If you can't see the other inmate when fighting maybe your turret can.
Can be destroy with one hit.



Ice Bolt
Cost : 1 Electronic
Cooldown : 60s
Unleashing an Ice Bolt on an opponent will cause them to become frozen for 4 to 6 seconds and lose 60% of their remaining cold meter. Inmates will be invulnerable while they are frozen by the Ice Bolt.

Note: The 4-6 second freeze range allows a counterplay opportunity for the frozen inmate by decreasing the chances that an opponent can predict the moment they will thaw out and launch an unavoidable Arrow.


Show Director
        
Show director gain 1 point every minute.
As show director the main objective is to make the game entertaining not to kill inmates.
At the end of each game you have 10% of getting a new power-card.

Megaphone
Cost : 0 point (cooldown 90s)
Allow you to speak to everyone at once during 15s
Tips : This is what you need to spice up the game for example i love to say "first on midle zone gets an electronic". You can threat and congrats inmates in front of everyone, Speak as a god !

Crowd favorite
Cost : 1 point
Special : Target a player
Choose or let the people choose their favorite player
Tip : Basicly useless, unless you want fame for the leaderboard. Can be nice at the end, if you have points to spare.

Heal
Cost : 1 point
Special : Target a player
Heal a player from 150 points
Tips : Little heal, there is another one giving more health.

Warm up
Cost : 1 point
Special : Target a player
Refill Cold meter of one player for 5s
Tip : Avoid using it if there was a snowball throw in the fight

Give Wood
Cost : 1 point
Special : Target a player
give a chosen player 3 Woods

Elecronic
Cost : 2 point
Place an electronic on the map
Tips : Can be use to give objective to players, set a point of meeting.

Heal
Cost : 2 point
Special : Target a player
Heal a player from 300 points
Tips : Remember players get healed when killing someone.

Closing a zone
Cost : 3 point
Close a zone of your choice
Tip : Other areas are closed by viewer vote every 3 minutes

Speed up
Cost : 3 point
Special : Target a player
Speed boost a player for 30 secondes

Expose
Cost : 3 point
Special : Target a player
The selected player and their nearest opponent both receive a clue on each other.

Electro-mania
Cost : 3 point
Activate all Electronics

Telepathy
Cost : 3 point
All players can hear one another’s voices. (And see others life and cold meter !!)
Tip : This allow players to play mind games :D

Nuke
Cost : 5 point
Nuke a zone of your choice
Tips : It does not close the zone, as a player you can escape the nuke with a closed zone.

Gravity Storm
Cost : 5 point

Tip : avoid using it at the very end of the game fight will become too random.

Manhunt
Cost : 5 point
Special : Target a player
Tip : be careful with this one. If the player survive he gets bonuses but he'll most likely be killed. Better use it on someone who haven't fought yet.

Blood Moon
Cost : 5 point
All players track one another during 2min


Closing notes
The objective of this guide is also to give small tips, you are welcome to critize tips in the comments bellow and propose your own. I may add them.

Also to inmates, remember to rate the director a high star if he deserves it. Having below 3.5 rating hurts alot as a director
