@Pants2tight I was thinking who would rule the new empire would be up to the player to decide, so rhe Kaiser and the Tsar are options. Another thing I want to add, it would make sense for the Kaiser to be someone else other than Wilhelm II. Same thing for the Tsar, someone other than Nicholas II.
