2.0.1 - This mod increases the Titan cap from 3 to 5.
2.0.2+ - This mod decreases the Titan cap from 20 to 5.

NOTE: will likely conflict with other mods touching: common>ship_sizes

and i like a cap i can reach gives me a goal in the late game

can u make a mod that makes the naval cap 1000 again i liked that cap and with this mod
maxed out fleets of 200 gives me one titan per fleet just feels right

It is likely conflicting with another mod that touches the same file.

Let me be more specific... With your mod installed, my Battle Platforms disappear. I still have my Defense Platforms listed... but the larger platforms dont show nor can be created in Ship Designer. When I uninstall your mod, they show up again.
