Tips to Increase Your Chances

Do dedicated runs just to try to get this achievement. Obviously only go for the white pills and no other power-ups.
Once you have the power, just bee-line for blue ghosts and keep a close eye on your meter above your score.
Understand that eating ghosts AND eating the white cubes increases the time-out meter for your power.
If you are still struggling, perhaps try to progress just a bit into the game. The begining part has fewer ghosts. Or at least it feels that way.
Another strategy is to get a few ghosts to follow you into a white pill so that you rack a few up right off the bat.

could also play with mulitple people with remote play

I have a 19x Ghost Multiplier but the achievement won't show..

I'd like to add that moving up through the maze will give you more Power Pellets to give you a full timer to eat more ghosts. Staying in one area won't give you enough ghosts to eat. At higher scores, you see way more ghosts, so it's a good to time focus on the chain.
