By TelephoneTrickster and 1 collaborators
This guide was officially approved by Shell a while back, and I suggest looking at it if you wish to make your game look more cinematic. Enjoy!

Intro
First of all, I was given permissson by Shell to make this guide while he makes his own guide. This is just the highlights of what to do to make Cinematic Mod 12 LE look like the preview snapshots he provided.
What you need:
Here is what you need in order for this to work:
Basic Settings
You will need to customize some settings for this to work.
Lets start with the basics.
First thing to do is to use your build menu key to open up the build menu. (The default key is Q).
When you are in the build menu, click on the Post-Process Tab, shaders, then click on the Color Modification ICON (Not checkbox) and a sub-menu should appear on the tool gun side.
You are going to have to change the values of the Brightness, Color Multiplier, and Contrast.
1.) Change the brightness to -0.2
2.) Change the contrast to 1.33
3.) Change the color multiplier to 0.55
You are going to want to turn on Bloom and Sun Rays for full effect, of course you do not have to.
For a more realistic feel, turn on the Toy Town option. It will blur the edges of your screen and make it look like you are focusing on the weapon itself.

NOTE: If you are playing on maps like gm_flatgrass or gm_construct, the sky may seem extremely bright. This is because those two maps already have bright skies and due to Color Mod, they get even more brighter.
Visual Effects
Now that we have the basic settings ready, it is now time to get to the main part. The effects we are going to create here have two different styles: Warm and Cold

Warm:
This style will make you feel warm and cozy through mental interaction. Use this to set the mood for various maps, like a map with the sun setting.
To add this effect, go to Color Modification again. Now ignore the 3 we covered in the last section, and instead go to the Color Sliders. We are only going to pay attention to the Add Color Slider for this one. There are 3 Color Values on the right of the color slider box. They are R(Red), G(Green), and B(Blue), or simply RGB.
You may use the slider to do this next step, but I prefer typing as it is faster.
Either way you do it, you want to make sure the colors match the following values:
R: 10 to 15
G: 5 to 7
B: 3 to 6
Congratulations! You have now created the "Warm" effect!

Cold
This style will make you feel a bit chilly, but relaxed. Use this to set the mood for certain types of maps, like snowy maps! To create this setting, do the same as you would with the "Warm" setting but make the Color Values match this:
R: 3 to 5
G: 7 to 11
B: 10 to 13
...and you are done with the cold setting!

Tip: Try playing different maps and using these settings to determine which setting suits best for certain types of maps!

Conclusion
Congratulations! You are now ready to go! Enjoy your new graphics! Please do post in the comments what you think about this guide.

FAQs
Q. I followed ALL the instructions, but my game doesn't look like how Shell's screenshots look like!
A. Shell used a lamp technique, which can be done by placing a few lamps in specific areas to make it look more cinematic. But if you're going for gameplay visuals, this is as far as it gets.
Q. AGH! The sky is too bright!
A. Here is the problem: If you are playing on a map with a bright sky, the brightness settings will make everything brighter than it already is, and then you have bloom. Try adjusting the brightness settings a little.
Q. Why don't the guns look like they should?
Garry's new update to all the viewmodel hands caused this. Shell is doing his best to fix this, be patient.

Cinematic Mod only replaced gun sounds, gun models, and particle effects. UEP replaces particle effects and you can find some good weapon model replacements on the workshop.

You don't need it anymore. Just use UEP.
