Because a lot of people are finding flags in these locations, and it then causing confusion I decided to mark it on the map to make it clear where these flags are located on the maps. These flags are under the Poor District! They are #12 and #14 flags.

For people missing one or two flags in a district I have some bad news. Their is a glitch in the game where if you die after collectinga flag the flag it will disappear and remain uncollected. So make sure you see a save before you do something risky

Thank you for this very useful guide.
The game is old. And the interface lacks features to make collectible hunting easy, and this guide offers help when needed.
I used it on my 2nd playthrough to get all the collectibles this time - thanks!!

Down to the last 3 in the kingdom. Hope to find them after searching out previous 70 that you helped me spot with this great guide.
Too bad the devs did NOT use some sort of VISUAL ICON HELP for already FOUND flags, as they did for DEAD TEMPLARS. Your award awaits.
