Most likely a Dota 2 hacker and/or smurf. I havent watched the replay but I am 90% sure this person was using cheats. They constantly knew where I teleported without having vision. Dota 2 game id: 7805012810 . They were the Tinker and had around 700 games. If you suspect them for the same report them in-game and in Steam. A lot of people in the comments here do suspect them of being a hacker / smurf.
