It's alright. Awesome first run, low replayability imo. It tries to mix linear with open world and it doesn't really work well but it's a good game.

Best game to get you into Fallout. Best game overall, actually. Good story, good gameplay, good characters. Amazing mod community, too.
Modding can be very complex to get into. I took many tries for me to download my first mods, and even today I still just can't figure out how to get some of them to work, but learning is worth it. I must warn you, though: Expect crashing. A lot of crashing. On an hourly basis, even. It can be extremely frustrating.
