Cutter has captained SPIRIT OF FIRE for several years and carries the weight of the Covenant conflict on his shoulders. He sometimes refers to the ship in old nautical terms, but has never seen an actual waterborne naval vessel. He is fed up with watching from his bridge as his men die. He seeks ways for humankind to gain the advantage in the war.
