TLDR:
Do I recommend the game?
I would, if the controls were not this clunky.

So now that the main point is settled let me elaborate. The game is pretty straightforward, everything has one hit point (you included), with some rare scenarios where a boss may have a "shield" of some sort, but it will never be more than two shots (with only one exception of the very very first boss you will face) and you are just you in an empty world with many bosses to kill.
The one hit thing makes the game to feel balanced. That also means that you need to die to gather information about the rotations of the bosses and their weak points. That's cool until you realize how the respawn mechanic works. So the idea is that before every set of bosses you activate your respawn point and your respawn point is about 15 seconds away from the boss, with sometimes the respawn point being further. There is one specific boss that requires you to enter into two rooms, the second one through a ladder, which means you can't run. ♥♥♥♥ that boss, even though he had the most fun rotation of every boss, the time you needed to reset him was tedious and I ended up remembering the most bosses that were close to the respawn point, even if their gimmick wasn't fun at all.

On top of that, you will also find out quite fast that some keys are not reactive all of the time. In my case, that key was x. With x you do a dash roll and if you keep it pressed, you also run. specifically in the last boss before the two main lore bosses, I had a huge issue with my roll, to the point that 1/3 of the fights were a failure because the character wouldn't roll and Gol-Set is a very punishing boss. So I ended up wasting a ton of time on a boss that for some reason would cause one of my keys not to work properly. The only savior of this boss is the respawn point being the closest to a boss room. Genuinely that made it a lot better.

So why do I leave a negative review?
It is a game that has nice bosses that can take you time and repetition, this game can turn into a tilt fuel and on such a game the last thing you want is to die because of technical issues and not your actual fault.

Overall the bosses are nicely put together and everyone has something new to put on the table, the concept of the game is based on something very simple, yet very effective and addicting. The pixel art is nice (nothing amazing, just nice) and the gameplay, when controls work, is fun.

I'd call it a classic. Straight forward story, simple and fun game mechanics, equally enjoyable minigames (imo at least). A game reminiscent of a time were games were simple and straight forward.
To be fair when I started playing the game I was overhyped and expected a thought provoking story with a main protagonist with extraordinary personality etc. The game isn't anything like that, the story is simple, it serves the progression of the story, the characters are equally simple but none of them are boring or pointless, they are just fun and tasteful but again nothing extreme.

I got into this game after a nostalgic attack from the past, where i would burn hours like coal on a thirsty WW1 train on Jet Set Radio Future in Xbox Live.
Having the mindset of jsrf i expected a fast paste rolling and going game that i would let myself out. It's not far from that BUT don't expect the same things from this game as you would from jstf,it is more limited (which is normal since it first came out on dreamcast) and so the games focuses and being challenging. The controls for the PC is whack but in a good way,but either way you will find yourself frustrated times to times. The big issue i had was the heavy wheel use of the game for the graffities which it is cool but not for a keyboard and so i HIGHLY suggest playing this game on a controller.
Now gameplay aside Jet Set Radio has all you'd expect,AMAZING aesthetics, great character designs, every map has a charm in it,visuals amazing, the game is just flooded with character and aesthetics. The sound is funky and really futuristic and overall it is a great journey on the futurism of the past, unique experience overall.
