Teemo should not be hit by Garen’s E because he is too short

Teemo, at best, is as tall as Garen’s upper shin. There’s no way Garen’s spin should hit him. It doesn’t make sense. Garen isn’t mowing the lawn. He’s not Fiora. He isn’t a water dancer. He’s not getting that low. He’s not bending the knees. He’s not Legends of Zelda crab grass destroyer out here. He’s swangin’ that thang waist high, no more no less.

Suggested adjustments:
E (nerf) - No longer damages characters the height of a Teemo. Instead, Teemo sized champs are cooled off by a relaxing breeze for a few seconds.
Q (buff) - Garen’s Q now cuts Teemo completely in half, killing him instantly.
