Admittedly it has been over a thousand hours of gameplay in victoria 2 since I touched even vanilla with the expansions, so although Victoria 3 definitely feels much emptier than Victoria 2, my memory of content in Victoria 2 is extremely unreliable. Compared to Victoria 2, Victoria 3 has two real major differences: the game is much much longer (which makes the lack of content even more pronounced) and the micro-intensive nature of the economy makes the game feel much more like playing factorio or anno than it does Victoria. Any improvements that Victoria 3 makes wrt to pops/diplomacy/politics feel overshadowed in gameplay by how much time you spend in the production interface. The command nature of the economy creates huge difficult to resolve butterfly effects that by the mid to late game are interfacing with the prices of so many goods that you end up playing whack a mole trying to fix them. What little market exists in the context of trade and ai behavior is hard to rely on because the AI is so bad at scaling its economy that even as a small nation you're economy grows simply too large for export/input to fill the slack.

I really love this game. It's the best sci-fi simulation on the market, and the automation features really let you play the way you want.

Very addicting this is a game you can play for a bit when you dont have to do any thing then come right back and it is still fun.
