remove the config_ss file from its folder and relaunch the game - it will probably recreate a new one. if not, verify the integrity of files - bringing the game back to vanilla state and recopy the mod files over - that should bring the game back to default settings

TIP: after you get it to work, make a copy (not backup as steam doesnt seem to backup non steam files) of the game folder to avoid this type of crash next time
