If you're new to digital painting (I'll assume you own a tablet at least) you'd do well to check out some free painting applications:
Krita
Fire Alpaca
Artweaver
GIMP
openCanvas 1.1

If you find you enjoy the process, then yea, definitely pick up Black Ink!
It's a lot of fun and a great asset to your toolbox.

If you feel like buying a more complete painting package, there's an incredible one called CLIP STUDIO PAINT.
It was originally a Japanese only software, but has recently received an official English release.
It combines features from Photoshop (raster/brushes/textures/filters), Illustrator (vector/strokes/patterns/perspective), InDesign (text/templates/layout/frames/pages), SAI (paint blending/vectors) and even 3D mannequins and props!
