I literally just tried this by switching my connection from tethered mobile to an ethernet connection, and the issue went away completely. The flashing stopped and there was no stuttering. I didn't make any other changes.

Bro, there is an indicator added in this season of tekken7 which lights up red every time someone's PC fails to compute stuff in time. For you it was flashing a lot and caused a lot of stutters. Go check your facts man xD
