Marshmallow_Fox said it perfectly. Dark has never played CSGO. Yet, the account is telling people to vote for the CSGO team using their steam account on a fishy website.

Account was hacked by one of those CSGO scam site ploys. Dark doesn't even own, let alone play in a CSGO team. Be aware of suspicious messages and report until he gets his account back.
