Single-handedly the best game Paradox ever developed. The amount of replayability is insanity and no matter what you are doing, it always feels like you're doing something. Increasing literacy rate, building factories, conquering land, colonising, etc etc.
Victoria II will always hold a special place in my heart. I only wish it had a better multiplayer system.
