2600k (iirc?) isnt bad, tf2 is just very cpu greedy. I found a nice mix of disabling basically everything but sprays and turning textures up a bit, both due to a bug with lowres textures and the fact that it looks sharper while barely affecting performance. You should get about double the framerate with this.
