You should check out APB: Reloaded. It's a cops and robbers MMO modeled after GTA, made by the guys who did Crackdown. It was taken offline after 40% of the playerbase was caught using hacks, and bought up by a new company who fixed the game and made it FREE to play. The former CEO of Take-Two Games (company who owns Rockstar and 2K) worked on it, and apparently said that it was the GTA game that he had always wanted to make.

Beware, it is an MMO, so it will attempt to take over your life (;
