Like say there's a pack of pringles open. You want to share, but you don't want everyone to rush in and eat every single pringles and leave none for you. So the best thing to do is put the bag of pringle there, opened, but not tell everyone that it's there. Some people will see it but assume it's someone else's and not take any. Some people will come over and take a few, but not knowing if it's for everyone or for one specific person will restrain themselves from taking more than need be. And others will simply not see it so not take any. System might not be fair, but it remains balanced. Now, if you tell everyone "hey, there's free pringles in the room," odds are they'll all rush, take more than they would have taken if not told and then there'd be none left for yourself afterwards. Maybe even taking some for those who wanted some but were afraid to ask if it was okay. Completely unbalanced
