loading is tied to fps (unlike legacy)

on story mode in my tests if i uncap the fps to be unlimited it loads faster compared to when i cap my fps to 60
on online though, if your fps is uncapped to be above 240 there is a bug that makes loading into any interiors or other things take exactly 5 minutes. so i just cap my fps to 60 :D

theres also other weird bugs ive noticed compared to legacy but they're minor
