A known issue that has existed for nearly the entire games lifetime on Steam has never been properly addressed by the Dev. The Dev consistently asks for a log file that doesn't exist and then has provided no further information.

Buy game, hit play, be unable to Shoot, uninstall, request refund.

Best to avoid until the Developer actually resolves the issue.

How much VRAM in your gpu that could cause the issue or is you drive full?

Clearly, thanks for the insightful response.

Here is the list of things I tried before I gave up, uninstalled and refunded:

Reinstall
Verify integrity of files
Google the issue in multiple ways
Delete steamapi.dll
Tried windowed, full screen, borderless
Switching vsync and various other options
Running application as administrator
Running application in every compatibly mode
Installing on a different machine
Restarting both machines multiple times
Disabling antivirus and active scanning softwares

The Devs only response in threads in multiple communities has been to request a non-existant log file, there are no other responses regarding this issue in the years it has existed.

I went above and beyond to play this game so that I could play with my friends but that simply wasn't possible.

With the history of this issue and the lack of response there is no way in which I could recommend this game.

There was clearly something wrong with your install because me and my friends have over 100 hours combined none of us had this problem.
