The later levels it becomes harder to progress without spending moneyh but the battles get weird at that level anyways. My faovrite is the tier 3-5 battles which are ez to get with no money spent.

while i was playing through the hitman games i stopped in the middle of contracts so i personally don't know yet but everyone on ycs seems to say no
