1.Go to your Library
2.Right-click Total War: Shogun 2
3.Click properties
4.Click on the local files tab
5.Click on the Verify integrity of game cache button

I hope I helped! The thought of someone not being able to enjoy what I consider to be the best TW game ever made breaks my heart.
You should then install the files in the following order:
---vcredist_x86_90.exe
---vcredist_x86.exe
---vcredist_x86-sp1.exe
Once you have installed the above, try to launch the game and see if you can play it! (Keep in mind that the loading screen will take a bit of time the first time that you launch it, since the game has to compile shaders and the like.)
