The game is awesome and most of the negative reviews (thus the "Mixed" score, at least at the time of writing this) have to do with the DLC scheme and pricing, and not with the game itself.

In my opinion you can enjoy the game as it is (without the DLC), and all the DLCs are fairly priced for the amount of content you get.

Overall, my recommendation: If you love Warhammer and like Total War, this game is a must. However, before buying, be sure to check the DLCs and inform yourself of what comes with the game, what doesn't, and what's going to cost you to get everything you want.
