Definitely yes. Good successor of previous parts and really looks like the best of them.

More planets than just a Pandora. More environments, more enemies. More exploration and collectibles. And more of madness.

Those are a little list of differences with previous parts which are known as perfect.

If you expect a classic spacesim (like Freelancer and its successors) - try something another than this.

I didn't get to the fleet command/strategic part. Maybe it's perfect. But the first thing I used is space sim part.

Controls are stupid. You want standard Ctrl/Space for up/down ship shift? You will not have it. Of course you can. If you enable "no modifiers" mod, which will screw the rest of controls. Yes, I understand that it was a single-person-game. But author had to look on spacesim standards first. I don't even know on which point I fire: on crosshair? on center of targeted ship? on some autotargeted point?...

UI is same stupid. From one side it is a bit overloaded, from another - I don't see required bars. Afterburn thruster is limited. That's OK, but where is it's level in UI? I don't see something changing while using it. Mission says to leave area and go to some point. Where is that point? Tried sandbox, got first mission "go to point and relay sensors readings". But there is NO MARKER at that point. At least in ship mode. But overworld mode is.. disabled.

Author says that he likes to add configs. That's pretty. But where is the config which disables cockpit look? Or at least which makes it not default? On every thing I do, I get into cockpit mode. Besides that we have a cool (well.. almost) look from back of ship. But everytime I should set it manually. Where is that control which disables "target look" at left of main UI? It's waste of viewspace.

Resolution: incomplete, strange, uncomfort. Dedicated to outdated author's look on things.
